Here are places you can find the Fedora 7 release notes. If one location is unresponsive, try a different one.

Check any mirror using a path similar to http://URL/fedora/linux/releases/7/Fedora/i386/os/. The only version the mirrors carry is the US English version, RELEASE-NOTES-en_US.html. Notice that each mirror may use a slightly different path, but once inside of the 7/ directory, it should be the same from there. For example:
